( Cooperative Principles )

หลักการข้อที่ 1  การเปิดรับสมาชิกทั่วไป และด้วยความสมัครใจ  ( 1st Principle : Voluntary and Open Membership )
Cooperatives are voluntary organizations, open to all persons able to use their services and willing to accept the responsibilities of membership, without gender, social, racial, political or religious discrimination.
สหกรณ์เป็นองค์การโดยสมัครใจ ที่เปิดรับบุคคลทุกคนซึ่งสามารถใช้บริการของสหกรณ์ได้ โดยปราศจากการกีดกันทางเพศ สังคม เชื้อชาติ การเมือง หรือศาสนา และบุคคลนั้นต้องเต็มใจ รับผิดชอบในฐานะสมาชิก

หลักการข้อที่ 2  การควบคุมโดยสมาชิกตามหลักประชาธิปไตย  ( 2nd Principle : Democratic Member Control )
Cooperatives are democratic organizations controlled by their members, who actively participate in setting their policies and making decisions. Men and women serving as elected representatives are accountable to the membership. In primary cooperatives members have equal voting rights (one member, one vote), and cooperatives at other levels are also organized in a democratic manner.
สหกรณ์เป็นองค์การประชาธิปไตยที่ควบคุมโดยสมาชิกของตน ซึ่งมีส่วนร่วมอย่างจริงจังในการกำหนดนโยบาย และการตัดสินใจของสหกรณ์ไม่ว่าชายหรือหญิงที่ได้รับเลือกเป็นตัวแทนสมาชิก ต้องมีความรับผิดชอบต่อมวลสมาชิก สมาชิกของสหกรณ์ขั้นปฐมมีสิทธิออกเสียงเท่ากัน (หนึ่งคน หนึ่งเสียง) ส่วนสหกรณ์ในขั้นอื่นก็จัดให้เป็นไปตามวิถีประชาธิปไตย

หลักการข้อที่ 3  การมีส่วนร่วมทางเศรษฐกิจของสมาชิก ( 3rd Principle : Member Economic Participation )
Members contribute equitably to, and democratically control, the capital of their cooperative. At least part of that capital is usually the common property of the cooperative. Members usually receive limited compensation, if any, on capital subscribed as a condition of membership. Member allocate surpluses for any or all of the following purposes: developing their cooperative, possibly by setting up reserves, part of which at least would be indivisible; benefiting members in proportion to their transactions with the cooperative; and supporting other activities approved by the membership.
มวลสมาชิกพึงร่วมทุนกับสหกรณ์ของตนอย่างเท่าเทียมกัน และควบคุมการใช้เงินทุนตามวิถีประชาธิปไตย โดยปกติอย่างน้อยส่วนหนึ่งของทุน ต้องมีทรัพย์สินส่วนรวมของสหกรณ์ และสมาชิกพึงได้ผลตอบแทนจากเงินทุน (ถ้ามี) อย่างจำกัดภายใต้เงื่อนไขของความเป็นสมาชิก เหล่าสมาชิกจะจัดสรรเงินส่วนเกิน เพื่อจุดมุ่งหมายบางอย่างหรือทั้งหมดดังต่อไปนี้ คือ เพื่อพัฒนาสหกรณ์ของตน โดยอาจจัดเป็นกองทุนสำรองซึ่งอย่างน้อยส่วนหนึ่งจะไม่นำมาแบ่งปันกัน เพื่อจัดสรรประโยชน์ให้สมาชิกตามส่วนธุรกรรมที่ตนทำกับสหกรณ์ และเพื่อสนันสนุนกิจกรรมอื่นๆ ที่มวลสมาชิกเห็นชอบ

หลักการข้อที่ 4  การปกครองด้วยตนเอง และความเป็นอิสระ  (4th Principle : Autonomy and Independence )
Cooperatives are autonomous, self-help organisations controlled by their members. If they enter into agreements with other organisations, including governments, or raise capital from external sources, they do so on terms that ensure democratic control by their members and maintain their cooperative autonomy.
สหกรณ์เป็นองค์การอิสระที่ช่วยตนเองภายใต้การควบคุมของมวลสมาชิกหากสหกรณ์นั้นๆ ทำข้อตกลงร่วมกับองค์การอื่นๆ รวมถึงรัฐบาล หรือแสวงหาทุนจากแหล่งภายนอก ต้องมั่นใจได้ว่าการกระทำของสหกรณ์เช่นนั้นอยู่ภายใต้การควบคุมแบบประชาธิปไตย โดยมวลสมาชิก รวมถึงดำรงความเป็นอิสระไว้ได้

หลักการข้อที่ 5  การศึกษา การฝึกอบรม และสารสนเทศ ( 5th Principle : Education, Training and Information )
Cooperatives provide education and training for their members, elected representatives, managers, and employees so they can contribute effectively to the development or their co-operatives. They inform the general public-particularly young people and opinion leaders-about the nature and benefits of cooperation.
สหกรณ์พึงให้การศึกษา และการฝึกอบรมแก่บรรดาสมาชิก ผู้แทนจากการเลือกตั้ง ผู้จัดการและพนักงานเพื่อให้เขาเหล่านั้นบรรลุผลในการช่วยพัฒนาสหกรณ์ของเขาสหกรณ์พึงให้ข่าวสาร ความรู้แก่ประชาชนทั่วไป โดยเฉพาะอย่างยิ่งเยาวชน และผู้นำทางความคิดเกี่ยวกับคุณลักษณะ และประโยชน์ของการสหกรณ์

หลักการข้อที่ 6  การร่วมมือกันระหว่างสหกรณ์  ( 6th Principle : Cooperation Among Cooperatives )
Cooperatives serve their members most effectively and strengthen the cooperative movement by working together through local, national, regional, and international structures.
สหกรณ์พึงให้บริการแก่มวลสมาชิกอย่างเต็มที่ และสร้างความเข้มแข็งแก่ขบวนการสหกรณ์ โดยร่วมมือกันเป็นขบวนการตามโครงสร้างระดับท้องถิ่น ระดับชาติ ระดับภูมิภาค และระดับนานาชาติ

หลักการข้อที่ 7  ความเอาใจใส่ต่อชุมชน  ( 7th Principle : Concern for Community )
Cooperatives word for the sustainable development of their communities through policies approved by their members.
สหกรณ์พึงดำเนินงานเพื่อการพัฒนาที่ยั่งยืนของชุมชนของตน ตามนโยบายที่มวลสมาชิกให้ความเห็นชอบ

อุดมการณ์สหกรณ์
(Cooperative Ideology)

อุดมการณ์สหกรณ์ คือ ความเชื่อร่วมกันที่ว่าการช่วยตนเอง และการช่วยเหลือซึ่งกันและกัน ตามหลักการสหกรณ์ซึ่งจะนำไปสู่การกินดี อยู่ดี มีความเป็นธรรม และสันติสุขในสังคม

วิธีการสหกรณ์
(Cooperative Practices)

วิธีการสหกรณ์ คือ การนำหลักการสหกรณ์มาประยุกต์ใช้ในการดำเนินกิจกรรมทางเศรษฐกิจ และสังคม เพื่อประโยชน์ของมวงสมาชิกและชุมชน โดยไม่ละเลยหลักการธุรกิจที่ดี
